John Greer

Local Government Finance

John Greer is the Technical Secretary to the Utility Management Review Board and the Water & Wastewater Financing Board and an Assistant Director in the Tennessee Comptroller’s division of Local Government Finance (LGF). In his role as Technical Secretary, John is responsible for preparing and presenting all materials to both Boards and provides assistance to utilities on a variety of technical, managerial and financial issues. John provides training to local government officials across the state on various topics related to financial and operational best practices.

John joined the Comptroller’s Office in 2010 with the Division of Municipal Audit. He began working with the Boards in 2013 and was appointed Technical Secretary in 2016. John has also served as part of the Comptroller’s Legislative Team and continues to provide utility-related research and support to legislators.

John is a graduate of Martin Methodist College in Pulaski, Tennessee and received his Master of Accountancy from Lipscomb University in Nashville. He is also credentialed as a Certified Fraud Examiner and a graduate of LEAD Tennessee.

John and his wife Kayci have one son and a dog named Genevieve. John enjoys spending time outdoors with his family hunting, fishing, and golfing.
