The Governor’s proposed changes to the Basic Education Program (BEP) funding formula, presented in amendment 011771 to HB 2574 (SB 2565) and incorporated into the administration’s 2016-17 budget request, delete current sections of the law that include the BEP 2.0 reform goals and replace them with a mix of current practice and new provisions. Some of the BEP 2.0 reforms, passed in 2007, were only partially implemented; the proposed statutory language puts selected administrative practices into law. Other provisions are new or modify the existing law. This Q&A brief provides some explanation of the Governor’s proposal.
