The Comptroller’s Office of Research and Education Accountability has released a publication examining competitive balance in high school football to recognize the start of a new school year.Competitive balance is designed to ensure that one team does not have an unfair advantage over another team. This publication explains the factors used to establish competitive balance in high school football in Tennessee, and includes information on the divisions and classes for public and private schools.
