Sheila Reed is the Director of the Tennessee Comptroller’s division of Local Government Finance (LGF).

Sheila and her team provide financial oversight to Tennessee’s local governments. LGF oversees budgeting, borrowing, investing, and other areas directly related to the fiscal health of municipalities, metropolitan governments, counties, utility districts, and utility authorities.

Additionally, LGF serves as staff to the Tennessee Board of Utility Regulation that oversees the financial health of public gas, water, and wastewater utility systems. LGF’s data team designs and develops resources that support public officials in their decision-making. LGF regularly provides educational presentations to local officials regarding fiscal health practices and principles.

Sheila first joined the Comptroller’s Office in 1988 working in the division of Local Government Audit. Prior to being named Director in 2022, she worked as Assistant Director in the division of Local Government Finance. She is a Certified Public Accountant and graduate of the Tennessee Government Executive and Management Institutes. Sheila serves on the board of the Tennessee Government Finance Officers Association.

In her spare time, Sheila enjoys gardening and hiking with her husband Chip, as well as reading, cross-stitching, and visiting with friends and family.
