Sheila Reed

Local Government Finance

Sheila Reed is the Director of the Tennessee Comptroller’s division of Local Government Finance (LGF).

Sheila and her team provide oversight of Tennessee’s local governments regarding various areas of financial management. LGF oversees budgeting, borrowing, investing, and other areas directly related to the fiscal health of municipalities, counties, utility districts, and other public water and wastewater systems. Sheila also assists in developing presentations and materials that educate local officials about fiscal health.

Sheila first joined the Comptroller’s Office in 1988 working in the division of Local Government Audit. Prior to being named Director in 2022, she worked as Assistant Director in both the Office of State and Local Finance and the division of Local Government Finance. She is a Certified Public Accountant and serves on the board of the Tennessee Government Finance Officers Association.

Sheila is a graduate of Austin Peay State University where she majored in accounting and earned a Bachelor of Business Administration.

Sheila and husband Chip enjoy gardening and hiking. In her spare time, she also enjoys reading, cross-stitching, and visiting with friends and family.
