Toni Chadwick is Open Records Counsel in the Tennessee Comptroller’s Office of Open Records Counsel. Toni provides guidance and advice to Tennessee citizens and public officials regarding Tennessee’s open meetings and public records laws. Additionally, she promotes awareness of Tennessee’s public records and open meeting laws; and mediates open records disputes.

Toni joined the Comptroller’s Office in 2023 after serving as an Administrative Judge for the State of Tennessee’s Division of TennCare presiding over hearings related to program eligibility. She began her career in state government in 2009 with the Department of Labor, where she served as a Commissioner’s Designee making final decisions regarding eligibility of unemployment insurance claims.

Toni is a graduate of Mississippi State University where she received a Bachelor of Science in Psychology. She received her Juris Doctorate from the University of Mississippi School of Law. While in law school, she worked as an intern for renowned Mississippi attorney Lee Abraham, where she not only sharpened her law skills, but also encountered wild animals and learned to make donuts.

Toni and her husband, attorney W. Lyon Chadwick, Jr., live in Nashville with their two children. In her spare time, she enjoys running, baking, and reading.
