The purpose of the Tennessee Budget Manual for Local Governments is to provide uniform guidance for the annual budget process in Tennessee’s local governments. The Manual is not designed to be all-inclusive but to provide guidance and requirements related to specific budget issues with an emphasis on areas of Comptroller oversight.
