Russell Moore

Research and Education Accountability

Russell Moore is the Tennessee Comptroller’s Director for the Office of Research and Education Accountability (OREA). He guides all OREA projects and helps present the office’s work to House and Senate committees. Russell also monitors the public policy landscape and proposes topics for study by OREA.

A native Tennessean, Russell joined the Comptroller’s Office in 2002 as a Legislative Research Analyst in OREA, and was promoted to Assistant Director in 2008. He became Director of OREA in 2015. Under his leadership, OREA has won over ten national awards for the quality and impact of its research.

Russell has an undergraduate degree in History and a Master of Social Work, both from the University of Tennessee, Knoxville. He is also a graduate of the Tennessee Government Executive Institute and Harvard University’s John F. Kennedy School of Government Senior Executives in State and Local Government program.  

Russell and his wife are the proud parents of three children. In his spare time Russell enjoys playing guitar, reading, hiking, and traveling. You might also see Russell and his family visiting Tennessee’s beautiful state parks.
