Comptroller Announces Leadership Change in Local Government Audit

Tennessee Comptroller of the Treasury Jason E. Mumpower has announced an upcoming leadership transition within the Office’s Division of Local Government Audit.

Jim Arnette, Director of Local Government Audit, will retire effective March 31, 2026. During his 42 years of service to the Comptroller’s Office, Arnette has been a steadfast leader in strengthening accountability and transparency in local government across Tennessee. Under his leadership, the division oversaw financial and compliance audits for all 95 counties and more than 1,700 municipalities and local government-related entities, setting a high standard for integrity and public trust.

“Jim’s leadership and commitment to public service have had a lasting impact on local government accountability in Tennessee,” said Comptroller Mumpower. “His professionalism, vision, and dedication to transparency have strengthened not only our Office, but local governments across the state.”

Following Arnette’s retirement, Bryan Burklin will become the new Director of Local Government Audit on April 1, 2026. Burklin has devoted his entire career to the Comptroller’s Office, joining the Division of Local Government Audit in 1980. He brings more than four decades of experience and deep institutional knowledge of county and municipal auditing. Currently, Burklin oversees the review and approval of county audits across Tennessee, helping ensure accuracy, accountability, and consistency in local government financial reporting.

“Bryan is widely respected for his steady leadership, sound judgment, and deep understanding of local government operations,” said Mumpower. “I am confident he will continue the division’s strong tradition of professionalism and service to Tennessee’s cities and counties.”
