This is part one of a two-part series of legislative briefs meant to inform the Tennessee General Assembly on the state of teacher professional development in Tennessee and to chart the changes to professional development scheduled to take place over the next few years. This first legislative brief focuses on state level policy, provides a description of teacher professional development before the changes of First to the Top (FTTT) were implemented, and describes Tennessee’s original plans to change teacher professional development through First to the Top.
